The problem is that our resumes are being reviewed / filtered through HR and they have no bloody clue what they are looking at!
I wish I can say the key is to use the exact terms that HR used in their job posting so that they can do their little "match the key words"monkey business that they do.
However, I did that on on job yesterday and the nit-wit answered back in 10 min saying that I was not qualified! Qualified?? If anything I was over qualified.

HR. HR filtering through the resumes instead of a qualified IT manager is the issue!
